How Do Youy Get the 'Agent Cape'

I have been wondering for a while and have not been able to find out how to obtain this cape if anyone knows what quest or other thing you need to do to obtain this please tell me. Thank You in advance!

If you get all the agent equipments. A gm comes to you and gives you 2 Gm scrolls
