Can you get more then 1 pair of broken glasses? Or is it limited to 1 per character?

i think you can have more then 1 if you have one and buy 1 with karma (not sure)

I think u can only get 1 because it says get 35 and you'll get glasses.

U get glasses by completing Ludi PQ 35 times. Yes the counter is fixed and check the face accesory auctions on basil. There are tons of broken glasses going on sale as we speak.
