The master M scrolls

I've been killing more monsters than ever finding the Master M scrolls for the Agent quest. But not a single drop. Did they stop dropping? Or maybe the drop rates are decreased so when we finish we can get the dreaded cape?

You have to kill monster's higher than your lvl.

Some monsters drop the frequently and some rarely. I guess?

You have to kill monsters with their names in white. If their names are yellow [too much lower than your level], they will not drop. If their names are red [too much higher than your level], they also probably will not drop. I've only found them from jr. selkies, slimies, drake, red drake, all which are around my level [oh also mr. anchor] Never has a snail or zombie mushroom or pig dropped them because of their low levels.

Actually based on your level Agent E will give you a different quest. The quests you get are only slightly different, and the difference being the items you need to collect. It will still be 20 of a certain type of Master M's <insert type here> scrolls. Based on which quest you have different monsters will drop the scrolls. Usually it will work with monsters around your level. Really this quest is just to augment your training once you find 20 of them.

You can get alot from Papa Pixie in OPQ, after my party killed it about 6 scrolls dropped, I picked up two of them and I'm wondering what we do with them?
