It's from an event, but idk what time of the year it used to be. You had to gather cards, and for like.. 500 of them or so you could get the pickpocket pilfer.

You get it by trading wish tickets with the sandman in Amoria, I think?

A quest from Valentine's day. You needed to collect Wish Tickets and turn them into Mr. Sandman in Amoria. Good luck going it now--Wish Tickets don't drop and Mr. Sandman won't let you trade them in.

He's thinking of the white identity, there is no quest for the pickpocket. There was an event in amoria where you collected "wish tickets" from monsters, once you got enough you traded them with Mr. Sandman for special equips. Pickpocket Pilfer was one of them.
