is lv1 arrow rain better than max arrow bomb?

my friend's ranger is about to hit lv72, and right now he has 1 strafe, and 3 mortal blow. So when he levels he will have 1 point into arrow rain. So im wondering is lv1 arrow rain better than arrow bomb? Cause its useful to use arrow rain when ur in a mob, which is mostly the case

Tell your friend to add arrow rain if he is planning on training at pirates. Other wise tell him to max out strafe first.

If around 15 fast moving monsters get touchy-feely with you, of course level 1 AR is better than max arrow bomb!

Depends on the situation. I still used arrow bomb at high levels because of the stun, but in mobs that you can't snipe, it's best to arrow rain them.
