How do you get it?

no, when you collect 40 pieces of an etc item you get as a prize (forgot what its called ><), note that you dont get it everytime, i got i think 1/10 pqs i think

You need to do OPQ 40 times and get 40 feathers. And then from what I've heard, you feed Wonky and he'll say something about the feathers.
