It's an NX mount.

You get a regular mount, then buy the frog cover in the Cash shop.

Yes, to get the FROG, YETI, or OSTRICH mount cover, you must first have a normal mount. Then buy the covers from the Cash Shop. And stop capitalizing the word FROG please.

You get a normal pig mount at level 70, then you buy the frog, yeti, or ostrich mount cover in the cash shop

You need the regular mount 1st so need to be at least lv70 and have 20mil...then you can buy the cover in the cover in the cash shop.
