can BF be recharged anywhere permenantly?

No, there has been numerous inquiries about BF being recharable that was sent to Nexon. Everytime their reply was the same, they were meant to be only recharged in NLC. It's a glitch that will be patched soon.

It's not a glitch, the intended feature of BFs is that they are only meant to be recharged in NLC.

I can't imagine Nexon even messing with the data for BF if nothing was even wrong with it.

They were fixing the glitch in which some stars could not be recharged in NLC. I'm guessing that has something to do with it.
