I've been looking all over ellinia, and can't find the npc. I tried to use the "Search NPC" on the quest list, but it said the NPC is in a place where the world map doesn't work.

It's not in Ellinia. Go to Ludi, then to Helios Tower101 floor, then when you're in Ellin Forest go through the far right portal.
