So which gacha do I get a elemental wand 3 from? And what are my chance's of getting one with 11 ticks?

I believe Shrine, but don't take my word for it. Basil's gacha section should have it.

I've heard that you only get them from NLC.

NickJBasil's gacha section isn't really good. Chaos scrolls still are set only for perion, whilst NLC also gives them out. Try shrine though. Chances are 0,0000000000000000001% to get one with 11tickets. Not really that percentage, but its really low.
