I forgot. I know it was fairly early, though. In the mid to late 40s. I remember it was definitely before 50, though. But I always had HB on, soo yeah.

Level 50. Straight and to the point. Just aim for 5000 HP, that way it's easier to estimate and get used to it.

For me.. around level 8x ish or late 7x, when I got 5k base hp. But that's because I don't have the highest base hp in the game, nor do I have hyper body.
