Shortcut bar glitched

Everytime i play maplestory or any game i get this problem where i cant click anything on the shortcut bar (Bar at the bottom of screen) the one with the restart button and the internet shortcut and when you have 2 programs opened and minimize one the bar the tyhing goes to at the bottom i cant click ANYTHING on that when i play a game

I mean on the deskstop when your NOT in maple

Have you tried using the corresponding keyboard keys? (sort of obvious question, but it still needs to be asked) Have you tried going into the key config settings (with maple) and pressing "reset"? I had a similar problem which didn't allow me to use facial expressions. Doing this fixed that. If that doesn't work, I would say that you should reinstall maple. EDIT: nvm, you meant it wasn't inside maple. Sorry, didn't realize that >.<
