Anything below icys is completely useless. Icys are like 50k each, Tobi 600k STeelys 3.5m i would recommend tobis becaue it seems like you're really poor. But don't expect to get anywhere though, because if you can't even afford a decent amount of steelys and are actually thinking about icys.. then you won't have enough sufficient funds to get the most out of a sin/nightwalker.
