Which one is cheaper assuming shadower is a low-dex luk dit and paladin is dexless 1h sword? which one will train faster assuming paladin has max HH and shadower has max taunt?

Paladin is more epensive if your 1handed sword with shield.

bandits used shields too. in this case, both will have same shield are warrior top and bottom more expensive? or thief top and bottom sets? what about weapon wise?

I'd say the Shadower is cheaper just because the 1H Swords are kind of hard to find. Oh, wait. Shadower wastes a lot of money with their skills. Nevermind. Paladin is cheaper.

thief top and bottom are more expensive? but if your low dex you'll use a dex overall but dexless paladin use a warrior dex overall for the low lvls and its cheapeR?

uh, first off, shadower will be alot cheaper, secondly, go Str, nearly every luk dit i meet is turning str because of the attack shields. owning a 14x str myself, i can happily tell you how good they are.
