Last year they dropped from Jr Wraith and Zombie that couldn't hurt you and were found near a few cities. This year i beleive they drop from almost all monsters. They are just a bit rarer of a drop.

I got one from Curse Eye, and it says all monsters. I wouldn't try hunting for 'em, just train like usual. They're EXTREMELY rare. I'd say almost as rare as Arwen's Glass Shoe.
