Does MSEA block Canadians?

I'm planning to play MSEA, and I'm wondering. Does MSEA still allow Canadians? Or are they IP banned and I have to use a proxy. And if I have to use a proxy, which one should I use? I want to play in Fornax, if you are wondering. And do you think my mom would allow it? P.S. I'll call my character LoveNvrDies. It's a tribute to my hp warrior that I might quit. If that name is taken, I'll tell you.
