BarooI'm not sure which of my three characters have the highest card total so far (either my Bowman or Thief), but I think the most cards any of them have is 15 or 16 so far.

I have the entire first page, most of second, some of third, some of the last page (i.e newts/harps/skeles) and almost 1/2 the boss cards. Card Npc Ftw
