Considering it would be worth around 55m with the Meso conversion rate, it certainly isn't worth it. Considering it would be ideal for Thieves, and Thieves already have Haste. If you get it up to 13 LUK, it still won't be as good as even a 1/10 PAC, which sells for much cheaper.
