You can scroll an item without wearing it. It is obtained from doing a quest from Eurek the Alchemist. Costs about 6m in total to do.

that skill is obtained by Eurek the Alchemist and it basically lets you scroll items without having to equip the item

The Skill description pretty much sums it all up... "Uses the spirit of a legend to use a scroll on an item that cannot be equipped with your character. Active Skill"

u get the skill from doing that quest that u get from eurek the alchemist, lets u scroll any item since 1 class can only wear 1 specific class item
