Every night, around 11pm-1am, there`s some guy pacing on the sidewalk on OUR HOUSE ONLY while talking loudly on a phone. He`s really annoying. I want to yell at him to shut up, but I might wake the neighbors.

Maybe go out and ask him to shut up but thats not the safest. You could yell at him or call the cops.
