today i logged on my yellonde account in hopes that i could sell my gear in the MTS b/c Nexon's website said all worlds have MTS now but i checked and it said it was still unavailable : link

Judging from your avatar, you play on Yellonde. MTS is not open for the new worlds Yellonde and Demethos.

If your character what you are using to access MTS is on any server other than Yellonde or Demethos you should be able to use the MTS.

they were saying the mts is back up for the worlds that have it since they took both of them down for all worlds

When they said its open for all worlds they didn't mean Yellonde and whatever other world its not available to yet. They meant that the maintenance for it was over and users who have it available could go in.
