Birthday cake event. Every 40 minutes you have the "4 Candles" quest, you get a piece of cake, collect four and put it in a Cake Box you buy from Gaga for a leaf, then you trade it in and try your luck. There is a slim chance you will actually win, but good luck anyways.

There is no "right time". It's random. At one point today, 3 people won in 5 minutes. At another point, 5 hours passed without anyone winning.
