Is power lvl a hack?

my friend is gonna use power lvl, and like how does it work? ikno u pay real money and u choose what lvl u wanna b and it takes lieka few days or hours. is taht illegal?

Yes its illegal, read the TOS of Nexon. Edit, Well not really illegal but agaisnt the rules and is ground for bannage.

Well, it's against the ToS. Only one person is supposed to play on an account, in other words, no account sharing. I thought it was a scam, though.

Power Leveling is just someone playing an account, and leveling it as fast as possible, while that IS illegal to pay for it. You COULD just power level yourself, just look for a neat guide or ask a friend.
