I have a lv 41 brawler. He only has 3 Max Hp Increase. Is this bad? Do I have to restart the char?

I would seriously consider that. You lose A LOT of HP.

yea restart. when you become brawler thats th first thing you should add points too so you can have the ma amoun of hp possible.

That should have been the first thing to increase. Why, you would only lose out on thousands of hp. If that's okay with you, go ahead.

you'll be around 200-300 hp below average. dont sweat it if you can restart and get back there in breeze

300 Hp doesnt really make much of a difference to me so should I move on or will I regret it? Im fine with having like 300-400 hp below.

Well if you decide to restart do it now. The 2x exp will make it very easy to get back up to lvl 30.
