Why do little kids need to date?

When I say little, I'm talking about 13 and under. Even some 14 year old's. I can understand that kids get married very young in certain cultures, but those are mostly arranged marriages! I see little 12 year old's making out in public. That smack is NASTY! What's the point? It's not like they can really do anything. It's just so annoying...

i think making out and anything further, is gross. a small kiss or a hug is accepetable to me.
