I read from Hidden Street that he's in East Rocky Mountain V. Is this true? Hidden Street sometimes has incorrect monster locations. Thanks!

Yup, it's true but I think you have to start the stumpy quest for him to appear.

HS's info for stumpy is correct. And nah you dont have to do the quest for him to appear.
