Energy Charge Dmaage?

Hey I was looking through the skills chart and i noticed it said Level 40: Damage 200% , Charge Rage 150%, Probability 50%, ACC and Avoid +20, ATK +20 for 50 seconds, Does that mean it gives 20 atk and 200% damage? Or what.. Someone explain please?

It probably relates to the body damage given off when you're charged... or something. I have maxed energy charge and I can do close to 7k+ from walking into things, so that could be it. EDIT: and I hate how on the actual description of energy charge in-game is lacking so much information. It only says the time, accuracy, avoid, and weapon attack. It tells you nothing else, so you're forced to find information online. Dx

@Above : No, it doesn't heal HP. Energy Charges' touch damage has no mastery, though. You can be a level 200 and Energy Charge will deal 1 damage to an opponent. It does anywhere between the number 1 and 200% of your damage range.
