Maple Cape Help please

Did i do something wrong? I talked to those npc's , and obtained the lvl 20 maple cape Next step, I went to Orbis to talk to lisa, but I couldn't start the upgrade? I've met any of the necessary requirements, but it doesn't seem i can upgrade

You need 10 Snow Silks.

Yea, and you gotta be Like level 40 for the second upgrade, and level 70 for the third... I did mine with no problems.

you have to unequip the cape also

I'm lvl 60, and I've tried unequiping the cape, but still no upgrading
