where can you upgrade your cape? i know its somewhere in orbis then its in el nath but what npc and where?

It's: Cassandra > Winston > Francois > Lisa > Alcaster So from pretty much everwhere > Perion > Ellinia> Orbis > El Nath.

The 1st part of the quest, find the women near the pot shop, you hand her 10 silks and your cape in exchange for the level 40 one. The 2nd part of the quest, you had to El Nath and go into El Nath market place where the FM is, and keep walking towards your right side till you see a NPC by the name of Alcaster.
