Umm...where exactly can i start the quest for the Maple Cape? What stats is the Cape? What do i need to complete the quest to get the cape? And are the 4th anniversary scrolls i exchange for ms leaves tradeable? Thanks in advance ^_^

You need to get 10 snow silks from the Treasure Notes, and then talk to Winston in the rocky mountains.
