What's the level reqs / how far up can you upgrade the cape? I'm lv 61, I got the lv 40 cape, and I don't see any more quests.

how did u get the lvl 40 maple cape? do u need to be at lvl 40 to upgrade it? becuz i know i did everything right except when i talk to her, it said hella is away.

the one who made it in the first place, that's what I was told then again, I might have been lied to I've not gotten my 70 yet
