So, I just reached 70, and I'm in Vic trying to fight the clone. I'm in Sleepy Dungeon V, and I can see the green NPC marker on my minimap there, but I don't see it in game. I've tried spamming NPC chat and jumping around where it is to no avail. I've also tried reloggging. Thanks for the help in advance.

You are correct. It's in the lower right now. I didn't think to check there because the minimap shows it where I've always seen it before. Thanks!
