Go to Orbis >Ariant > Walk or take Camel Cab and you should be at Magatia. Theres 2 Mpq places. Romeo and Juliet. To access them, go to the leader of the Zemunist or Alcadno leaders. Theres 2 doors at each please, I don't remember which one. Use either one of those doors to access the room. If theres no one, go to the other one. Edit: I am not sure if I am clear enough. Both Zamunist and Alcadno leaders room should have 2 doors each. 1 of the 2 doors will take you to the Mpq place.

Go to Ariant from Orbis station, then keep going through the East maps till you go to Magatia. Common sense by then.
