is it true that u can steal from bosses and other monsters like BF HH etc.?

It used to work (now it doesn't). Steal is now a fail skill. Anything over lv 1 is overkill.

no also items i remember getiing 2x the tickets in stage 1 of ludi pq by stealing and skipping stage 3/7:P

You can't steal from bosses. Although it used to work on BF, because when CWK first came out, he wasn't a boss monster (Which is why you could poison and web him too).
