Why cant I upgrade my raven wing?

I did all the quest and when i talk to Fiona she tells me im missing items but i have all the items to upgrade my Raven Wing. Whats deal then why cant i upgrade my Raven Wing? Please help me!

if she tells you that you dont have all the correct items to upgrade, i think either: 1) the npc is right OR 2) the npc is broken/read the manual

I wanna make a Dawn Raven wing and i have all the items. I even gave my friend a lvl103 hermit the items to do it for me and it tells him the same thing. I dont get it. What manual are you talking about?
