Let me explain. You see, even though Malachi 2:15 does say that marriage exists to make an environment to raise godly children, this does not mean that marriage is a means to an end. Jesus refers to marriage a few times (particular incident is Matthew 19:4-6, and does this in reference to Genesis. A particular verse of interest is Genesis 1:28, where God says to *Multiply *Subdue the Earth *Have dominion over the animals. This is where the reproduction thing comes in. Is this all there is to it? Certainly not. Next verse of interest is Genesis 2:18. The particular term of importance here is "Helper Comparable". There are many translations of this term, from "An Help Meet" which is elaborated to mean "suitable, adapted, complementary" in the Amplified Bible, to "Helper: as his Counterpart" from Youngs literal translation. I believe the original Greek term used here meant "Helper opposed", which is more similarly renowned as someone who is opposed to you in some manner, but also helps you through this opposition. Interesting thing about "Helper opposed"? It isn't "just a means to reproduce". It is more about aiding, supporting, and a counterpart. Reproduction plays a big part, but the more important factor is the conductive environment. Later verses in the new testament (not going to cite) are emphasizing how spouses should treat each other, proper roles, and how to treat children are about creating the best environment for raising children. Of course, it also helps to benefit everyone, too. The phrase used by the church is "Ordered toward procreation". Ordered toward doesn't mean "only a means to", so infertility doesn't stop the ordering. The environment remains conductive toward godly children. I assume God does this because it isn't just the parents that raise the child. It is a community effort. The community actually raises the children, and having a bunch of bad marriages is a bad environment. I'm not trying to impose my belief, but answer his question.
