What stuff do you get from the cwk exchange quest for windraiders? I've tried 3 times and got 750k each time. which exchange quest gives raven claw? I've been trying to get it

750k, Silver Crow, 60% weapon scrolls (I know I've gotten Bow and Knuckle ones) - That's all I've ever got.

Sorry for the nub question, but I have heaps of Windraider badges and I know they're for an exchange quest but I dont know who I'm supposed to exchange them to. To who do I exchange them and are there any required completed quests to do beforehand?
