Avenger skill question

Okay so I have level 27 avenger and it says it does 171% damage, but when I use it, it's damage is clearly not as high as my L7 which is supposed to be 150% damage. Is something wrong here? Are the damages calculated differently? Can someone explain?

Avenger's dmg formula is based on your actual att range whereas lucky 7's is based on your luk and watt

LUK 7 = Max = (5 * Luk/100) * Wep.A * 1.5 Min = (2.5 * Luk/100) * Wep.A * 1.5 Avanger = Actual % times damage range.
