Why won't HH drop a head >.<

I killed 12 HH today and not one of them dropped a head, the quest does not appear in my available slot but I already completed the BF toe quest twice along with the lucky charm and soiled rag one. Did they change the drop rate for the head or did I screw up somehow?

Yeah...I had to kill 16 before I got mine. On the other hand, I got Jack O' Lanterns from both horsemen I killed last week.

16 HH=almost 2 bf solo. Kinda good exp if you dont die even fore a lvl 117

Wow. A head drops for me once every 2-3 HH I kill. O.o; Guess it's just a matter of luck.
