You HPQ and get 20 rice cakes extra and talk to tomy.

You have to collect 20 total excess rice cakes. You can keep adding extra rice cakes (not the 10 the PQ requires) to the bunny at the end and he'll give you a hat when you've reached 20 or you can just give it to him at one go. After you've collected 20, talk to him AGAIN and he'll give you the hat.
