Angular directions from a North South point of view don't have negatives. Negative 28 degrees Northwest would just be 28 degrees northeast. I suggest you just use a regular 360degrees circle, with the person's point of view being at 0 degrees. Or the north south thing, but then they would have to know which way north was all the time.
