I think what the man's trying to say is: She's putting too many strokes into making a single line, which makes it look very rough/rushed and detracts from the actual form/shape she's trying to get at. The hair at the shoulders looks like it's a 3-inch thick WALL. The placement of the hair band makes the the shape that the hair takes
