The character says "You will seldom be wrong if you don't have an opinion." Meaning if you don't say anything your neither right or wrong. He left all the answers blank, so he can't get them wrong since he doesn't have an opinion about it. At least I'm fairly certain that is where the joke is going. If I'm wrong someone correct me please.
